Why would my car overheat after a smog test

My 1997chevy Malibu needed to get
smogged for registration renewal I took it
into a smog test shop and it failed the smog
test because tech said your car is
overheating I saw water come pouring out
from underneath my engine under the car
my car wasn't overheating before I brought it
to the smog shop he said fix the overheating
then bring it back for a free retest

I doubt the problem is related to the smog shop visit. Don't shoot the messenger!
