had "Service Battery charging system" message. Tested alternator, was found
to be bad, and replaced alternator. reset codes, and drove a mile and message
came back. it is charging at approx. 13.2 volts, and no noticable draws on
voltage. also slight "hot wire" smell coming from vent

If there's a burning odor, there's something wrong with the way the system was wired. Also, I'd expect a new alternator would produce 14.2 volts. The battery charging system isn't just an alternator. It's everything in that system, cables, wires, regulators, etc. Also, replacement alternator can be bad out of the box, especially if you bought a rebuilt. I'd suggest you have the new alternator tested and have a mechanic review the whole system.

Wouldn’t surprise me if the ECM charge activation circuit went bye bye.
