Runner control valve

I have a 2007 Dodge Caliber and have been trying
to get a check engine light off. The code that
comes up is runner control valve stuck open. After
trying to repair the one on my car I finally just went
and bought a bran new one (doorman.) After
deleting the code several times, the engine light
still reappears. I'm not too sure where to go from
here without taking it to a mechanic. Two other
problems I have with the car is passenger side
brake and headlight do not work even after
changing bulbs. Brights do work and runner tail
light does as well. I have no idea if one thing has
ANYTHING to do with the other but I thought as
much info as possible would help in some kind of
diagnosis.
