I just put new brakes on front and back on a 97 chevy cavalier and it stell won,t stop when it rains

Check the brake fluid level, if okay then the problem may lie with the master cylinder. Push the brake pedal down and hold it. Does the pedal continue to sink down to the floor? With the car in gear and stopped, does it feel like it is slowly sliding forward, in spite of your foot pressure on the brake pedal? Inspect the area around the master cylinder for wetness, stains, or built-up gunk.
