what would require a rebuild title? Called the dealer and he said that the car fax shows a rebuild title but no explanation for it. How can that be?

Walk away. If the delearship can't explain why their car has a rebuilt title, then they're peddling unknown junk, or they're lying. You can look up all the reasons why a title bureau issues "rebuilt" title at DMV.org. These are cars that were rebuilt from salvage or insurance write-offs, and issued a "rebuilt" title. It will affect insurance rates. You will also have to pass additional inspections in order to transfer a rebuilt title. It's one thing to rebuild a car yourself, knowing what is wrong with it and how well you put it back together, and getting it retitled as rebuilt. But to buy a used vehicle branded as rebuilt, from a dealership that can't answer basic questions on it - HUGE gamble. So run away as fast as you can from this bogus deal.
