I know it is connected to hazard switch but where and how do I get to it? I looked under dash next to steering column no luck!

The signal relay is Part of the hazard switch (four way flashers), so for replacing the signal relay you have to replace the switch

In addition to buying a replacement, your other option is to follow one the the guides online on how to replace the capacitors that over time fail inside this module. This requires soldering skills.
