When driving and I change gears it
revs high and when u are stopped with
the clutch pushed in

I don't know for sure if that car is fly by wire or not, but possibly a dirty stuck throttle cable or dirty IAC valve.

Does it help that when it revs high for a few minutes that I can smell my oil burning. I don't smell it all the time, just normally after sitting stopped for a long light.

I just went through the same issue and my ecu fuse was blown and and on back side close to wind shield is a plastic cap goes in a extra vac port came out will cause a longer idle down after shifting and after rev that cap is on side of the throtle body easy to over look it
