I don't know where this connects on my 98 Chevy Camaro?

My car won't start. It tries to turn over. I have a
video with the sound. I think this is a vacuum hose
and I don't know where to plug it in. Any advice on
this and or what else could be my problem? Z28 V8

I doubt that would prevent your car from starting. Clearly the connection is within reach of that hose.
