how do i tighten up my dashboard. Its loose from the front end

I have a 98 blazer ls. the previous owner was trying to do some rediculous custom work to the dashboard. It is still attached but its coming loose from the front end. How do either remove the whole dash and bolt it back on or just simply tighten it?
