When I fill my 2001 VW passat with gas, I have to turn the key without starting the ignition several times before it starts. Why?

I never had this problem before my daughter let my car run out of gas. When the road side assistance man came and put gas in, he told me to do that everytime I put gas into the car, but before that I never did it nor did I have to. I will have the fuel pump looked at. Thank you!
