Chugging when I put fuel in car and will die

When I'm putting fuel in car it will start chugging
and sometimes die and it will not start back up
right away it takes a few tries, what would make
this happen?

So you have other issues. Repair the first issue and you won't need to fill up with it running.

Stuck open fuel vapor purge solenoid. This will let fuel vapors into the engine when fuelling.
