just bought my daughter a 99 vw passet.thinking this would be a easy fix.very cheap find.my question is it will turn over but not start and ideas on where i should start?

easy to change DIY .2 bolts and a plug, cost me 26$,copy the link and paste in google https://www.youtube.com/watch?v=C9LwVy0wFA8
