How can I lower the rpms on my 01 vw beetle gls

That's easy...drive slower. All kidding aside, what you ask will come at no small price. To lower the RPM at cruising speed will require a gearing change...either with a different trasmission or differential. It's possible that a 6-speed transmission is available for that year vehicle...but it will not be cheap.
