Oil full of water

My Tahoe only has130,000 miles on it so should I
replace motor or fix it.if fix it what should I do

Sounds like a head gasket failure and will require an expensive fix. If you are personally invested in the vehicle fixing the problem would be my first choice, replacing the entire engine my second, If not personally invested, replacing the vehicle the other choice.
