97 vr6 jetta glx. Only the drivers window operates. Cruise doesnt work and multifunction switch only seems to work when its hot out side and inside of car is hot. Sunroof works and fog lamps are good but no power going to them. Checked each fuse in fuse block but all seemed to be good. Also found a 10 or 12 circuit black plug hanging beside the fuse block. It had a heavy gauge red jump U-lead jumping 2of thr end wires. Looked home made so I pulled the jumper out of the black plug and car would not start. Reinserted jumper and car starts. Did this come from the factory this way. Should this black plug be mated and if yes:where.
