If your Jetta is equipped with fog lamps the same dial that has your headlight control on it (to the left of the steering wheel) will also have a selection on the circular dial. Look for the one that has an icon that different from just the headlight option. If there is no switch. the foglights are aftermarket and some kid didn't finish the job. I am sorry I couldn't be more helpful!
