I got a 94 jetta manual and sometimes when I pull into drives then throw it in reverse my wheels lock and it won't come out of reverse and its very very difficult to get out why does it do that?

Do you come to a complete stop before "throwing it in reverse"...I hope? Well yeah, I don't quite understand what you mean by that, when you pull in to drives. but if you are moving forward and throw it in reverse, sure, your wheels are going to lock and do damage to all sorts of driveline parts. Including the transmission. But I don't even know if you are talking about an automatic or manual, but it applies in both

Sorry I ment driveway not drives, its manual, you know what I think maybe I didn't come to a complete stop when I was putting it in reverse

OK, got ya now. It's very important that you do. Stop that is. It can damage your transmission, and like I said above, all sorts of drive train components. I learned that many many years ago and twisted a driveshaft like a piece of licorice or something, it looked like a screw it twisted so bad. So you may be getting the sincro~ mesh gears messed up and locking it in reverse making you work like hell to get it out

It sounds like the transmission is going into two gears. Slow down with that old box..
