lights on....car dashboard

For the last weeks in the morning when I first tirn
on my car several of the dashboard icons remaong
on like: theft system, brake, abs, and battery.  As
my car runs they all go away...car runs normal
except it will not let me put my windows down or
turn on the a/c.  Do you know what the issue could
be?  Thank you.
