Is it safe to clean inside & out of throttle body (1999 bmw z3) with spray brake cleaner,or
it will be damaged?

Do NOT use brake cleaner! Use a carburetor or throttle body cleaner. Brake cleaner has different solvents that can sometime attack plastic parts.
