I have a 1987 Turbo Toyota Celica convertible. It runs well on the freeway, but when I drive in the lower gears, it runs rough. What could this be? Help!

i'm thinking either tune or air filter or fuel filter. I need a few more symptoms to help. For instance what do you mean by rough? searching idle? soft acceleration? loud noises? does it always go well on the freeway? or only while cruising at a certain speed?
