how can I have all lights working when I hit the brakes but have no tail lights and there is power to the bulbs and the bulbs are new

Insure that the tit on the bottom of the bulb is making good contact in socket. Clean flap in socket and might need to bend it up a little (use caution not to break socket) Use bulb grease when putting bulb back in. Older sockets tend to need this done to them.

make sure your useing 2 phase bulbs, check wiring on ground side.

There are two different power sources to the brake light bulbs. One is energized when you step on the brake. That energizes the brighter filament. The other source is energized when you turn on the running lights. Check your fuses.
