You can buy a car without a title but it's risky. You might get lucky and have the department of motor vehicles make a new one for you, but if the car was stolen at some point it could get repossessed from you.

Don't buy a car without a title. It could be stolen or a lien could be on it. Getting a title for it may or may not be possible and that would vary from state to state.
