Top will not go up or down

Diconnected battery for an hour, top will not go down

what, if any, noises does it make? Anything else not working? there are a couple of fuses/relays that can fail and make 0 noise. There may be a fuse ID page folded in your fuse box (es) inside the passenger compartment. There are online resources also... http://www.autogenius.info/mercedes-benz-clk-class-w209-fuse-box/ try first....

My engine doesnt cross 3000 rsps and without turning on the check light, what should i do?
