Car runs at 4000 rpm when i start it

I relpalced all of the shift solenoids in the
trans re assembled the car and put it on the
ground. Upon starting the car it runs at 4000
rpm. Someone installed an aftermarket
remote starter in it and hacked the wiring
under the dash to do so. Could it be an
electrical issue caused by that? Or?

Clean or replace ( IAC ) Idle Air Control valve or Mass Air Flow Sensor depending on which one your vehicle has.
