Alarm sounds always on when locking or unlocking

What do you mean by sounding "On"? Is it the type that goes on when you lock it handoff when you unlock it? Your control panel should have a setting that turns off the sound if you want. I personally like to hear it as it tells me and anyone around it is alarmed. I hope that was your question. If it goes off when you lock it, it may need to be reprogramed or you have a short in the system..
