will it be ok to mount a 185/70/14 tire onto a 14 inch wheel when the car spec calls for a 195/70/14?

Sometimes. It's a little off and it shouldn't be on a driven axle. The Cavalier is a FWD vehicle so it should be all right as a rear wheel.

If you put it on the rear it may mess with the abs and traction control. If you are replacing all 4 then it will be ok but just one no matter where you put it will mess with the car.
