I have a 2005 dodge ram 1500 5.7 hemi I had the
heads shaved after everything put back together
the truck idles rough and shuts off after awhile.
Shuts right off if put in gear and not on the gas and
when in drive truck won't go over 35. Scan tool
reads o2 sensor 1&2 voltage high. So my question
is will a bad o2 sensor cause these problems if not
any ideas on what it could be?

I'd triple check there wasn't a vacuum leak anywhere, also check for an exhaust leak before the sensor, and check the wiring harness to the sensors didn't get damaged or become brittle. High voltage from an O2 sensor means a lack of oxygen in the exhaust. Even a leaky fuel injector can cause that.
I'll give it a look when the rain stop but will that make it idle rough an stall out
Yes, an exhaust leak will definitely cause a rough idle. Since you have a high-voltage O2 sensor, I'd concentrate on exhaust leak before the sensor. Another sign of an exhaust leak is a slight ticking sound. As you removed/reinstalled the heads, just check all your plumbing for vacuum/exhaust leaks, that includes EGR, PCV, etc.
No exhaust leaks all my vacuums look good should I have took it to the dealer to get the computer reset after doing the heads in don't think it's getting the right mixture of gas and air
