04 ram inside hood release stuck open, wont release latch, how do i open hood?

I just bought this truck.  The secondary latch release is
broken and I know how to work the latch to open the hood,  
but I don't know what to do to now that the inside release
isn't working.  Does any one have any suggestions ?

those latches need to be clean and lubed , you say you can still pop the hood from the outside ? Sounds like you need a new cable if it can't be cleaned and lubed .

Thanks for your answer, but I cannot work the secondary cable since the first one stuck.
