How do I get the "check engine" light to stay off to pass emissions?

1998 Dodge Ram 1500 SLT 2WD 5.9L.  Replaced the speed sensor on the transmission in hopes of getting the check engine light to go out and I could then pass emissions - an Autozone test said it was bad two different times. Light went off briefly, but then came back on.  The wiring and connections looked good.  The speed sensor on the rear differential also bad, but did not replace (ABS and brake light have been on for a while and the speedo no longer works).  Would the busted rear differential speed sensor cause the check engine light to come back on even though the speed sensor on the tranny was new and well connected?

I think the pcm needs the speedo to work for engine light off, the abs sensor at rear will correct your abs light. but that's not the check engine light you need

Turn the key to the on position, then hold in the trip reset button until all dash lights reset, a code will run on the mileage led a code will appear May be code Cl12
