Its definitely not off. I did the chain like 8 times because I was thinking the same.

dodge is good for trouble with their air valve that raises the r,p,m IAC emits air like pulling a vac. line, till warmup ,sticking closed the pcm gives rich fuel at startup as a choke used to do,and with no rpm rise it will stumble, insert relay, hold peddel to floor as this wide open position cuts fuel off during cranking for a flooded condition, see if can be jogged to some warmup, and maby it will hold a nomal run,

A couple questions for you... The relay you are pulling are you sure its the fuel pump relay? When you replaced the chain did you look if it had jumped? How long does the engine run after you pull the relay? How well does it run with the relay out? Does it smell like it's burning rich while it runs with or without relay? Does it backfire at all? Have you checked fuel pressure at the rail? Not trying to insult your intelligence here just need more info to help you out.

Yes it is definitely the fuel pump relay.at least that what it says on thecover, with out relay it runs perfectly, when it jumped time it jumped two teeth going by the marks on the gears.however reading the book it says the computer is sopposed to take over and reset the timing.

Also the motor runs long enough to use up the 50 psi of pressure in the line and that's it. If just before it dies I plug the relay back in for a quick sec it will continue to run

Also do a dynamic fuel pressure test. Watch pressure as you plug and unplug the relay. Your pump should not run at all without the relay.
