can water or sugar or anything else being put into gas tank cause water to be in the oil

there is water fixed with my oil on dipstick. but I want to know if some one put a substance in my gas tank can this cause water to be in oil?

No. Fuel system is completely isolated from coolant and engine oil. If you are seeing water in the oil, It's likely that you have a bad head gasket allowing the coolant from the water jackets into the oil. I would recommend not driving the vehicle until the problem is found and repaired.
