If you don't hear the pump cycle when you turn the key it probably is not getting power or the pump has failed, test to make sure you have power at the pump before replacing it.

my buddy who builds police cars came and ran a few tests but I don't know if I should replace the regulator and pump and filter he said its the pump but I have clue not a truck guy

truck, cars, lawnmowers doesn't matter if you have power to the pump and the pump is not working most likely it has failed,It's always a good idea to replace the filter after replacing pump, but i would hold off on the regulator that would give you a different issue.
