how bad is the ignition problems with the 2001 z24. new starter wont turn flywheel, lights going craze...ect

the whole electrical seems crazy. new starter, battery, checked voltage with meter. starter
getting 12v , it works out of car not in with ignition. lights on dash go crazy just a loud clicking
from sylonoid and a spark-jump there too. I have checked EVERYTHING. must be the ignition ?

There's a cluster of wires under the battery holder too that gets corroded and makes all he electrical components go crazy . They are plugged together can cut out plug and connect to each other directly doing so one wire at a time
