Some people have told me they don't know what this is so... It is the cover that you put over your top after you put it down.  Any info would be great.

Hi lovemyz! I am having trouble finding boots for this late a model year. If your Camaro were 30 years old it seems like it would be easier. All I can suggest is that you call your local Chevy dealer and see if they either offer a boot or know a source for them. Good luck!
