Chevy S10 1995 4.3L buzzer

Driving while towing a trailer, gauges quit working and a constant buzzer
sounded, very sudden, after 3 hours of driving.  Have towed the same trailer
with heavier loads and no problems.  The buzzer continues after trailer
disconnected.  Any ideas about what has happened?  I'm thinking a fuse, but
have not located a bad one yet.  Happened after 11:00pm, so haven't
searched every possible fuse.

The instrument cluster fuse is in the panel on the side of the dash next to the driver's door. It is a 20 amp fuse. The buzzer will sound whenever the fuse is blown and the headlights are on. With the headlights off, the buzzer won't sound but the gauges won't work until the fuse is replaced.
