First of all fuses have nothing to do with relay because the relay has its own circuit unless you have a series line which I doubt. A lot of people mistake the fuel pump for a 12v mechanism. The pump doesn't take 12v to operate properly. I am hoping several people read the question and understand this. Just like wiper motor and the radio deck they don't need 12v juice to operate. That's why there is a circuit panel.
Ok. But this still doesn't answer the question of why the new fuel pump isn't kicking on when the relay themselves are testing good?

long cranking before starting, poor fuel mileage, 160k miles. tuned up at 146k. The engine always started on the first crank. No it cranks for 5-10 seconds before it slowly starts.
