I have 91 S10 with the 4.3. I am not getting the new fuel pump to kick on the relay is reading fine. Fueses are all good. But the real question is, I have 12v at the relay and only 8 volts at the connector for the fuel pump. Any ideas on what could be wrong? I changed the fuel filter also.

First of all fuses have nothing to do with relay because the relay has its own circuit unless you have a series line which I doubt. A lot of people mistake the fuel pump for a 12v mechanism. The pump doesn't take 12v to operate properly. I am hoping several people read the question and understand this. Just like wiper motor and the radio deck they don't need 12v juice to operate. That's why there is a circuit panel.

Ok. But this still doesn't answer the question of why the new fuel pump isn't kicking on when the relay themselves are testing good?
