Spring at latch end of cable broke off, and that end of cable has separated from latch itself.

Do you mean inside the engine compartment or under the dash? If under the dash, using a pair of vice grips, get a good grip on it and pull.. I know GM has a tool to reach the latch with the hood closed to open it if the cable is broken inside the engine compartment.

i'm trying to get to aftermarket alarm relay under dash steering column. I pulled panel down and hood release goes threw it . I can't get handle off to remove panel.
