99CRV Efficiency below threshhold bank1 & bank 2

Hi. I have a 99CRV, check engine light came on a few days ago. Guys at Advanced Auto
gave me OBD codes P0706, P0430 & P0420. When I took it in to my mechanic he did his
own diagnostic & said NO P0706. Said I need a new Catalytic Converter...Does this seem
probable?

typically so. When 02 sensors switch at same rate, code is set. If upstream 02 is switching real slow, this can set code also. But if downstream is switching fast...cat is done. Usually upstream 02 will switch 2-4 times to 1 switch of down stream.
