Most likely, the blend air door motor has failed. This is a very common concern for the Crown Victoria/Grand Marquis. There is no fuse that operates the blend air door alone. Usually, you will need to drop the steering column, unbolt and remove the dash to access it. Big job. I would run the engine for 3 minutes at 2500 RPM and feel both of the hoses at the firewall to be certain that there's hot water flowing through the heater core. I've seen a few plugged from stop-leak products.
