New disc brake mystery

New disc and brakes grab after truck has sat.  Briefly grab then ok. Why?

I've had that happen and I think moisture makes them grabby until they heat up and dry out. That same moisture could cause a slight gritty coating of rust which would also increase the friction for a moment. Maybe after they break in and get a slight glaze the grabbing will stop.
