Power steering on 02 malibu

My fluid recently became milky n
then my power steering went out.
Has the pump locked up or is it
something more?

If the P/S pump seized the serpentine drive belt would have been destroyed white fluid indicates water mixed into the fluid? Typically hose(s) failure causes lose of power steering inspect under the hood for both the fluid level and fluid leaks on chassis or ground where its parked.
