Backing and turning

I have a 2003 Ford F-150 when I back up and turn my
steering wheel to the left the truck feels like it is dragging
it makes a whiny or moaning noise and then when I put it
in drive and try to go it still feels like it is dragging.  Also
when I try to pull into a parking spot it turns really hard
when I'm turning my steering wheel to the right.
