Engine Starting Issue

Ford F150 2002.  Transmission fluid had leaked out thru a corroded line & the truck was taken out of service and sat for 6 months. Replaced the battery & Starter due to what seemed like a starting issue.  The engine will not turn over and seems like the starter is NOT engaging the fly-wheel.  Original starter was NOT shimmed on the block.  
The transmission line was not repaired YET and the transmission is probably significantly low on fluid.
Is transmission fluid necessary to engage the Fly-wheel to the starter???

Trans fluid isnt required for starter engagement and that starter isnt shimmed like a gm one. Try turning it from the front, it could be a bad spot on the flywheel, an accessory not turning, rusty rings...

Guy, Starting it from the front ??? How is this done? FYI, the starter sounds as thou it is turning properly fine and the flywheel teeth looked good in the viewing area of the starter area. I just saw some visible rust on the flywheel. Is it possible that the Starter spur gear is NOT engaged in the teeth of the Fly Wheel?

Not starting it like a model T, spin the engine with a wrench at the balancer bolt. Yes it's possible that the starter isn't pushing the gear out enough to engage with the flywheel. You've answered the question about the flywheel gear not missing teeth where the starter is at.

Have someone try to start the car while you look at the fan. If it is not turning, then the engine is not turning. Six months sitting up? Maybe the gas is bad. If engine is cranking when key is in start position the problem is probably not the starter.
