We have new starter, new starter relay, new battery, switched relay fuse under hood it still won't crank. At a loss of what to do next.

Did you clean and tighten the battery cables? Also check the ground strap but you may have an ignition switch problem. You need to trace the wires out and test for continuity and power at each point along the way to narrow things down.
Yes we did clean the battery connections and double checked to make sure they were properly tightened. We took the starter off and took it and had it checked. Starter relay was bad even though it was new so we replaced it again. We checked the voltage at the small terminal on the solenoid. We tried to crank it and it wanted to turn over but that was all we got Where do we start at the ignition?
