when these fail (because the diaphragm gets torn) or the vacuum supply has a cracked hose, they will default to minimal pressure....not hardly runnin' at all~ I've heard to where the diaphragm was simply missing because the engine had eaten it thru the vacuum source to the intake plenum~

unsavory as this sounds you could put a sucking tool on the thing and note the change in fuel pressure...or find out if it's shot~

Have you located and reset the inertia switch? Check your owner's manual but it's usually behind the right kick panel. It has a red button on top. You can also check for power to the pump from there. Ford fuel systems only run for 1-3 seconds with the engine off - safety feature. BTW - The advice for a Pressure Regulator is backward - Low Vacuum signal - high engine demand - high fuel pressure demand. It cannot fail and cause the engine not to start not can it block fuel pressure. Never on any Ford.
