Bad fuel pump cause lack of power ?

I have a 2000 F150 4.6
I have replaced spark plugs coil packs fuel
filter and driver side catalytic converter.
The truck still has a lack of power especially
after it gets into overdrive.
  I only have 25 pounds of fuel pressure I
realize it should be somewhere closer to 40
would this cause the lack of power and the
complete loss of power after overdrive?

You are absolutely right. At 25 psi fuel pressure, the injector pulse is only spraying 65% of what the engine needs at any given throttle position. Check the fuel pressure regulator before replacing the pump. Also scan for codes. A faulty fuel regulator will sometimes set a code on Fords. My Taurus did.
