i have replaced the starter and relay and ignition switch and the starter will not disengage from the flywheel

Are you sure everything was wired back correctly? If so, unbolt the starter from the flywheel and position it on something to keep it off the ground. Now have someone turn the ignition and see if the gear retracts once the ignition key is released. If it does, then it is possible the gear on the replacement starter does not match the original and it is sticking. If it doesn't retract when tested off the vehicle the problem is with the replacement starter or the wiring.
