what is the effect of over filling oil?

Your engine will overheat. Do not run the engine. Drain immediately to proper level using the oil dip stick for reference.

1 quart won't hurt much. But more than that can. The crank will slosh around in the oil. Turn it into foam and cause oiling problems. You run the risk of killing your engine
