Unable to get the caliper bleed on
a new caliper I installed

The rubber hose going to the caliper may be blocked or pinched. Other suggestions is to take it back off and pre-fill caliper with fluid before installing. Sometimes people make the mistake of swapping out the wrong side caliper. Make sure the bleed side is up. Good Luck!
