Don'y know what the mechanism is called that I beleive to change.

I can hear the motor running but the wiper arms don't move. You can move the wiper arms manually when wipers are turned off.

Wiper arm linkage is what your talking about, you'll have to see if that is the problem or not, check at the wiper motor to see if it is connected, or something broke with the linkage. Sometimes a set screw come loose at the linkage ... I remember it was a problem with only 1 wiper working ,,, but perhaps the gear motor is broken from the blades freezing to the windshield
